Executive Order—Friday, May 15

Following Maryland Governor Larry Hogan's announcement on May 14 to end the statewide Stay-at-Home order, Baltimore County Executive Johnny Olszewski issued Executive Order 2020-005 (PDF).The order is effective Friday, May 15, at 5 p.m. The order announces the following actions to continue to protect residents and communities and minimize the spread of COVID-19:
  • Prohibition of 10 or More Extended
  •  Retail Stores to Reopen for Curbside Pickup and Delivery Only
  •  Remaining Manufacturing to Reopen
  •  In-Person Religious Institutions Remain Closed
  •  Personal Services Remain Closed
  •  Residents Should Continue to Stay Home

Emergency Response Fund

The Baltimore County COVID-19 Emergency Response Fund will support the County’s efforts to promote public health and support residents during the COVID-19 pandemic. If you are able and want to help, contribute to the fund.


The Baltimore County Department of Health has opened a hotline for residents to call with questions or concerns regarding COVID-19. The number is 410-887-3816.

Free Testing

The Baltimore County Department of Health is operating four clinics to test patients for COVID-19. Testing is by appointment only and will occur at the following sites on the days identified:


The following clinics are open on Mondays:



  • Patients must first get authorization from a healthcare provider to be tested. Once authorization is obtained, the person to be tested must schedule an appointment using the state-designated Chesapeake Regional Information System (CRISP). Tested individuals will receive post-test instructions at the clinic and most test results will be available within two days.
  • People arriving to the sites without an order from a healthcare provider or without a prescheduled appointment will not be tested.

All County residents are encouraged to take the proper precautions to reduce the spread of COVID-19, including regular hand-washing and social distancing as appropriate. All residents, and particularly those at high risk, should follow CDC guidance
